Bug Description

LibraryFileContent.id is rapidly heading toward 0x7fffffff on production. We should probably widen it from serial to bigserial before it gets there. LibraryFileAlias.content needs fixing too.

We also need to think about how the directory hierarchy will look

We should have a long time before the on-disk representation becomes a problem, so I'd defer messing with that until the Swift backend has been well bedded or abandoned.
