TranslationImportQueueEntryView only allows assigning templates to language packs for Ubuntu

Bug Description

TranslationImportQueueEntryView only shows the languagepack field for templates targeted at Ubuntu, which will potentially be a problem for the RTM derived distribution in a couple of months, since ubuntu-touch has started using language packs. We should generalise this to at least permit language packs for Ubuntu's derived distributions.

This isn't a huge problem immediately, as the languagepack field is correctly copied by copy-translations-from-parent.py/copy-distroseries-translations.py.
