When a proposal that supersedes an old proposal is merged, the bugs related to old proposal are not automatically closed

Bug Description
If a branch which has a related bug is superseded the bug will be not attached to the new branch, so when the new branch will be merged, the bug will be not mark as 'Fixed commit'
