Package chooser in Ubuntu lists non-existent packages

Bug Description
* Go to https:/
* Click 'Choose...' by the 'In what package did you find this bug' text-box
* Type 'linux-kernel' into the box, select 'linux-kernel' from the list of packages that appear
* Fill in the bug report (with gibberish, because it's quicker than filling in a real bug report)
* Click 'Submit bug'
You get a message
"linux-kernel" does not exist in Ubuntu. Please choose a different package. If you're unsure, please select "I don't know"
The whole purpose of the package chooser ought to be to let me select precisely packages that do exist!
