Bug Description

Whenever a packaging entry is created/changed, we should notify the product and package owners.

My branch that add registry karma also is also adding many of the required notify events for this feature. I moved structural subscriptions into the registry to address this kind of feature, but I have not extend it yet. All this work has so far been in my after hours. This bug relates to bug 260040, bug 424189, bug 417880.
