Cannot remove GeoIP languages from default searches

Bug Description
The questions search pages has a list a 'Language filter' control which defauls to the browser's languages. But if I remove 'English' from my browser languages, it is still available and selected in the filter.
This is caused by the fact that GeoIP data is added to the browser languagues. We should not use GeoIP data as a source of languages, unless maybe if the browser doesn't send a languages list.
