Multiple menu sources should be possible

Bug Description

The menu system only use one menu for the context. It would be better if the system merged the multiple menus available for a context based on the interface it provides, not only one interface.

Distribution and Products in the Answers facet. The 'List all FAQs' menu item is related to the IFAQTarget interface and the other items are related to the IQuestionTarget interface.
