Bug Description
Steps to reproduce:
1. Navigate to APT-project page https:/
2. Click "Report a bug"
Expected behavior: Bug reporting for APT is disabled, and information about the correct channels to report bugs
Actual behavior: 'rapt' is selected as the default project to report against.
What's going on here? Well, apt-project is a project group with four members, three of which have disabled bug reporting, but one of which has not. So if someone (quite reasonably) navigates to apt-project in hopes of submitting a bug and doesn't look too closely at the actual project it is filed against, they will accidentally file the bug against rapt. Probably the right thing to do is disable bug reporting against rapt and then have a nice message on APT-project saying how to report bugs.

I'd say this would be best addressed in an email to the maintainer's mailing list, but rapt-hackers don't use a list from launchpad. Disabling bug reporting will be something that has to be done by the owner/administrator of the team responsible for the project, but I'm not sure the proper way, short of directly emailing the administrator, to get this to the proper end point.
