Bug Description
When a user requests feedback for a blueprint using the form on launchpad, you would expect launchpad to spam the person who needs to pay attention. It currently doesn't, which makes the 'request feedback' feature a bit useless, since the people who's feedback you request don't know that they need to look at the blueprint.
