Bug Description
1. Log in to launchpad.dev as Mark Shuttleworth.
2. Go to <http://
3. Deactivate Daniel's membership.
What happens: The button for deactivating the membership is at the end of a form for changing their membership details, none of which are relevant if they're being deactivated.
What should happen: Deactivating a person is a separate form with its own subheading.
