Categorize translatable packages by their use in distribution variants

Bug Description

The current throw-all-in-one-page behaviour of rosetta makes managing the translation process a nightmare, for example, I won't to make sure that all applications distriputed on Ubuntu/Kubuntu/Edubuntu or whatever is fully translated to Arabic, but there is no way to tell what is distriputed on the CD and what isn't.

My suggestion is to break the translations into submodules, something like:
Ubuntu -> 7.4 ->
                     |->Common (translations that affect all ubuntu's flavours)
                     |->Ubuntu
                     |->Kubuntu
                     |->Xbuntu
                     |->Edubuntu
                     |->Extras (Things that doesn't ship ofiicially with any ubuntu variant)

This'll make translators happy, as we'll be able set periorities according to needs and translation status.
