attempts to report a bug for the update manager repeatedly fail with error

I am using Ubuntu 12.04

update manager bug, already exists, I think

E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/dl.google.com_linux_earth_deb_dists_stable_main_binary-i386_Packages, E:The package lists or status file could not be parsed or opened.

That's not a Ubuntu Docs bug but instead a Launchpad error.
