need ability to flag and hide off-topic comments

Bug Description

Sometimes I review a Ubuntu bug with large number of comments. See bug #67487 for an example. To analyze the problem I have to digest all comments and duplicates to try to find a common pattern, or narrow down the problem to a certain hardware combination or configuration. This is very difficult when there are so many off-topic comments (hey - I have a problem with a similar card look here) and answers and follow-ups to these.

There should be a way to clean up the bug report by flagging individual comment as off-topic. This flag and the button to toggle it should be hidden by default, to make it less controversial and limit abuse.

Then there should be a special viewing mode, where these off-topic comments are hidden, or displayed in a way so it's easy to skip them visually (use light-gray on white background for instance, and use something readable for normal comments). It should not be too easy or obvious to turn on this mode either.
