Publish what version of bzrlib Launchpad uses for code hosting

it's not clear if you need to do this programmatically or just add to the wiki manually.
What issue is this bug solving?

When new features are added to Bazaar, we sometimes need to upgrade Launchpad for those features to be usable with Launchpad.

Publishing the version of bzrlib that we use allows users to quickly figure out which Bazaar features we actually support. It'll also help them diagnose and debug any issues they might find with codehosting. e.g. the user's version of Bazaar is ancient and doesn't work with Launchpad's version.
