No way to expunge all damage done by (spambot) users

Bug Description

While we have tools to hide offensive comments, we sometimes get entirely automated users which can rapidly cause lots of havoc.

Fixing up their damage is currently manual and time consuming. It would be nice to automate this - for instance, to remove the user and all their comments/attachments/etc at once.

Of course, a nicer way to do this would be to allow any member of Launchpad Admins to do it all within the UI. Related to that is the ability to close/disable an account that's obviously set up just for spamming purposes.

Maybe we could add an ability to filter comments by user's karma? New users that have just signed up just for bug flamewars would have low karma and then their comments could be filtered in the gui (not shown on demand, NOT blocked or deleted). This could look like ie. Slashdot's comment filters.

Also there could be a comment-rating system implemented - other users could rate your comment and change your comment rating. The amount of points they could give to your comments could be connected to their karma - users with more karma would have more rating power than users with little or no karma.

I don't know if my proposition should be filed as another bug - it's about filtering the flood of useless comments, not just offensive comments.
Bug #269656 and Bug #59695 are good examples of such floods.
