Security vulnerability checkbox too easy to hit

Bug Description
Under each bug report form is a little checkbox to hit if the bug you're reporting is a security vulnerability. Unfortunately, when my brain sees a checkbox underneath a text area and before a submit button, it simply assumes that this checkbox is an "I agree to terms of service" box and so I always click it. And since the submit button is next, there's not a lot of time for me to notice my mistake.

I'm not certain there's really much that can be done here to prevent users from clicking this, but have added a sprite we use for security vulnerabilities to make it more obvious in lp:~blr/launchpad/bug-114705
