OpenPGP verification sends only to newest subkey

Bug Description

When sending verification mails for OpenPGP, Launchpad encrypts the message to the newest subkey
only -- which in my case belongs to a smart card which I don't always have. It would be useful if it
could encrypt to all subkeys. (I know "newest only" is the default in GPG; that doesn't mean it's the
most useful choice. :-) )

Note that at present the only encrypted email sent out by Launchpad is for the key verification. Once you've verified the key, Launchpad should accept signed bug email or codes of conduct from any of the subkeys.
