Question <title>s are not informative

Let's see a random example:

That page's <title> tag is:

  <title>Question #221646 : Questions : Launchpad itself</title>

The <title> does not say anything about the question (except the number). If I open a few questions in multiple tabs with my browser I'm totally unable to distinguish them.

I expect to find the real title of the question in the <title>, like it happens for bugs.

The question title is consistent with the rest of launchpad. Exceptional code must be written to make the title inconsistent. The bug title rules might be reused to do this handle truncation and quoting.
