URL expected when adding an upstream, but bug number expected when changing an upstream

Bug Description

When recording an existing bug as affecting an upstream project that doesn't use Launchpad, Launchpad asks for the URL of the upstream bug report. That's good.

But when changing the existing record of a bug affecting an upstream project that doesn't use Launchpad, Launchpad asks for the bugtracker and the bug number. That's bad, and also inconsistent.

The bug watch form in the bugtask edit form (e.g. http://bugs.launchpad.dev/debian/+source/mozilla-firefox/+bug/1/+editstatus) and the bugwatch edit page (e.g. http://bugs.launchpad.dev/bugs/1/+watch/5) should be fixed in together.
