Clicking "Add tags" or "Edit tags" doesn't focus the tags field

Bug Description
1. Go to a bug report.
2. Click "Add tags" if it doesn't have any, or the "Edit tags" button if it does.
3. Type a tag.
What should happen: The tag appears in the field.
What actually happens: Nothing, because the Tags field wasn't focused.
Tested in Firefox 18 and Chrome 23.
This is a regression of bug 390245.
