Bug Description

Due to our policy of allowing anyone to register any project, we ended having some project duplicates.

We should allow Registry admins to merge two different projects into a single one.

This will help a lot cleaning up all projects related with Drupal.

Bug 135026 and bug 131933 are specific requests to merge projects. When this bug is fixed we can take care of them.

Linked the pillar-alias spec to this bug report as once we have this bug fixed and the spec implemented, we might want to create aliases for the projects listed in the Related questions and duplicates of this bug.

This is absolutely not the use case for aliases. This is for the case where two projects have already been registered, and need to be merged -- content and URL space. You can definitely use aliases after that to make the transition smooth, but that's all the two features have in common.
