Status of "upstream: Fix Released" and "distro: unconfirmed" are inconsistent

Bug Description
If upstream has released a fix, launchpad should automatically mark bugs from unconfirmed to confirmed. An upstream release fix and downstream unconfirmed just don't mix. The only problem I can imagine is if somebody incorrectly marked an upstream bug as being relevant for a bug in launchpad. That could be dealt with by manual override.

Another exception would be when a distribution's customization of a package means the bug does not occur downstream. A simple example of this would be a problem with the <http:// www.google. com/firefox> home page, which would be a bug for upstream Firefox but not for Ubuntu Firefox.
