Bug Description
There is a special case in which a ticket can be assigned to the wrong project. Steps to reproduce:
1. Open an already existing ticket (for example this one from upstart: https:/
2. Click on "Report a bug".
3. Fill out the summary.
4. Click on "No, I need to report a new bug".
5. Change the related project to another one (for example from upstart to bash).
6. Fill out the further information.
7. Click on "Submit Bug Report".
In this example the ticket is now assigned to upstart though I have choosen bash as the project.
