Changing to non-supervised project and reassigning returns "Not allowed here"

Bug Description
1. Load a bug report filed against a project for which you are the bug supervisor.
2. Expand the "Affects" row for that project.
3. Change the project to one for which you are not the bug supervisor.
4. Change the assignee to another individual.
5. Choose "Save Changes".
What happens: You are taken to a "Not allowed here" page.
What should happen: either
2. the expandable form no longer exists (bug 399756), or
5. the project change takes effect, but an error message explains that the assignee change did not happen.
In contrast, if you first change the assignee, then change the project, the bug is automatically assigned to nobody.
