launchpad only considers architecture: all in a .dsc when there is no other architecture to build

Bug Description
Launchpad only builds architecture: all when it does not see any other architectures listed in the .dsc. This leads us to the situation where if the source package has archtecture: all packages but does not build on i386 the architecture all packages will not get built at all. See linux-ppc in raring as an example.

We discussed this on #ubuntu-devel today. I don't think this interpretation of "Architecture: all powerpc" in a .dsc file is supported by the Debian Policy Manual, although it isn't 100% clear. The worst that would happen if we fixed this is that a few extra failing builds would be unnecessarily dispatched on i386.
