filebug javascript for setup_security_related doesn't fire correct information type event

setup_security_related in filebug.js is currently hard coded to fire an information change event with the hard coded PRIVATESECURITY value. It's a cheat to get the banner right, but later code could depend on this and it should fire PUBLICSECURITY if the default value for the project is PUBLIC.

Currently there's not a good way to get at the current default value.
