locationbar doesn't auto reflow new content.

The locationbar is fixed position. As we work with banners this needs to move down. Right now we're manually setting a new top: position. However this is a pain we it's hard locked and means changes as we adjust things. Currently work on allowing both beta/privacy banners is underway and it requires changing more. If the location banner could be ordered on the page and set to float correctly, it should just auto adjust as a right floating element.
