Sync changelog doesn't include all changelogs between release version and new Debian version

Bug Description

I sync'd gnote from Debian experimental which showed the following:
syncpackage --force -s vincent-c -b 1073050 gnote -r raring-proposed -d experimental
syncpackage: Source gnote -> raring/Proposed: current version 3.6.0-0ubuntu1, new version 3.6.1-1
syncpackage: New changes:
gnote (3.6.1-1) experimental; urgency=low

  * New upstream release.

gnote (3.6.0-1) experimental; urgency=low

  * New upstream release.
    - Remove debian/patches/fix-kfreebsd-ftbfs.patch; applied upstream.
    - Add build-depends on libsecret-1-dev (>= 0.8), yelp-tools.
    - Remove build-depends on libgnome-keyring-dev, libpcre++-dev,
      gnome-doc-utils.

but when it got to raring-changes, it only showed the latest changelog:

I don't remember if this is a regression or not.
