Adaptation has side effects on checker

Bug Description

To demonstrate, using lp:~abentley/launchpad/adaptation-checker-insanity run lp.registry.tests.test_distroseries.TestDistroSeriesPackaging.test_getPrioritizedPackagings_bug_tracker

What's happpening is that after the adaptation, 'bugtracker' is no longer present in Checker.set_permissions for the product.

I've encountered this phenomenon with an adaption of DistroSeriesPackage to IServiceUsage, which then borks searchQuestions for Distribution
