"Set the URL for this specification" is visible even if forbidden

On the page for a blueprint you do not have permission to modify, if the blueprint has no URL, it has a "Set the URL for this specification" link that goes to a "Sorry, not allowed here" page.

Instead, perhaps there should be a "How you can help" section that suggests you contact the person who registered the blueprint.
