Blueprint page has misleading heading

Bug Description

A blueprint page, such as <https://launchpad.net/rosetta/+spec/translation-memory>, has a heading containing the blueprint's title, then the "Overview, Code, Bugs, Blueprints, Translations, Answers" tabs underneath. This is misleading: it suggests that those tabs will take me to the Code, Bugs, etc for the blueprint itself, but they don't. They take me to the Code, Bugs, etc for (in this case) Rosetta in general.

Also, the largest heading on the page is "Blueprint overview", regardless of what the blueprint is about.

Both these problems can be fixed by making the structural heading display only the relevant project, and the content area heading display the title of the blueprint.
