Bug Description
When a branch times out in the fast lane, it should be re-targetted to the slow lane, but it looks like this doesn't happen:

(Slow lane logs show no jobs being run.)

This is probably because we set the slow queue name in a config key named "FALLBACK", but lazr.jobrunner expects it to be called "FALLBACK_QUEUE".
