Switching off Answers directs users to seek support in Ubuntu package

Bug Description

If I configure the support tracker for MAAS to any option except "Launchpad" (at https://launchpad.net/maas/+configure-answers), the following message is displayed to users:

  MAAS questions are tracked in: maas in Ubuntu.

This is not correct or useful. We are using AskUbuntu for support right now.

I would expect to (a) not see this message, and (b) be able to select "External" and enter the URL for AskUbuntu.

External support tracking is bug 696940. Ubuntu is listed as the alternate support tracker because Ubuntu's help menus directs users to the DSP page answers page. If Maas had a help menu, it would link to <https://answers.launchpad.net/ubuntu/+source/maas/+gethelp>,
