Malone silently ignores bug reports from nonregistered users

Bug Description

It seems that malone silently ignores bug report emails from a nonregistered email address of mine, with no error message or anything. I don't know why. Maybe it's because my emails weren't PGP signed.

Steps to repro:

1. compose a new email from an email address not registered in launchpad to <email address hidden>
2. use any subject line and body, e.g. "testing testing 123"
3. click Send

What happens:

1. Your email is silently ignored.

What should have happened:

1. Either Launchpad should accept your email and create a new bug report, or it should reply to your email and tell you what you did wrong and why.

If Launchpad were to reply to emails sent by non-registered users, we'd have the problem that Launchpad would be replying to 'from' addresses in the spam that Launchpad receives.

I guess we can reply to email from non-registered addresses under the following conditions:

 - the mail is GPG signed with a key we know about

or

 - the mail contains commands that Launchpad recognises like "affects target" and so forth
   so it is unlikely to be spam

In any other condition, it would be rude of Launchpad to reply to the mail, as it is quite often not really sent from the account in the "from" address.

(Same comment I left in bug 103905, but it applies here as well)
