Bug Description
The updated bug linking picker UI shows more information about a bug, but still has a Link/Change button
The UX should be consistant with the other pickers so that clicking the item you want performs the bug linking.

The duplicate bug picker never allowed a user to choose a link because it never showed links. The picker accepted a number and the user used the action button. This is still the case because the bug-picker module is not yet complete. The module was created because we *do* want the picker to behave like other pickers. The duplicate-bug workflow relies of the formoverlay which requires the buttons.
This bug can be fixed by hiding more of the formoverlay behaviour and updating the bug link to act as the action.
Note that there is still hope that search will be a true search returning a list of bugs. The listing will require this bug to be fixed.
