Bug Description

This tangentially related to bug 739764.

A user should not be allowed to file a bug against a source package which does not exist in any active series, even if the binary of the same name does exist. mozilla-thunderbird was a pre-hardy source package and there is a transitional mozilla-thunderbird binary in hardy. People are still allowed to file bugs against this package resulting in possible duplicate submissions.
