Bug Description
In a project with public bugs by default, setting the security checkbox shows the privacy banner.
if an error occurs filing a bug (e.g. user forgot to add a description to the bug report), and
the privacy banner disappears, but the security checkbox is not shown.
The view may need to set the .private attr to ensure the template knows the page information is private.
