Bug Description
Projects that need localizing often have not just text, but also graphics that need localizing. For example:
* most word processors have "B", "I", and "U" icons for Bold, Italic, and Underline, and these would be better localized
* the Ubuntu Documentation projects sometimes include screenshots, which should be localized if they contain labels.
There should be some way of marking a graphic as needing localization, so that Launchpad can display it and present a file upload control for uploading a localized version.

Sure, this is something we are already thinking on supporting, but we don't have any formal plan yet
