Bug Description
This is a speculative bug that Francis has asked me to file based on discussions in the latest IS/LP bi-weekly meeting, and relating to the RT about adding more librarian appservers to acamar.
Long story short, we don't have a good distributed filesystem story, which means we can only mount the SAN volume that holds the librarian data once, so we're SPOF-ed on the server that does that. Moving the librarian to something like Swift would avoid this.

This is no longer true and can probably be closed; modern librarian uses a cloud object storage as a backing store.
