'Processing Failed' often returned when accessing file in librarian

Bug Description

I'm frequently getting 'Professing Failed' when attempting to access private files in the librarian - often getting the error more than not. I can't seem to get the error for files that are public.

The contents returned when this occurs: <html><head><title>Processing Failed</title></head><body><b>Processing Failed</b></body></html>

Interesting. We *should* have an OOPS code on the backend to match this.

I've seen it several times as well. Sometimes just reloading the page can help.
