Owners who are deactivated in +members still receive bugmail

Bug Description
Hi,
In Linaro for administrative purposes we changed the owners of all official teams to be ~linaro-sysadmins. We then went to all those teams and purposely deactived ~linaro-sysadmins in +members so they would not show up in API calls nor get bugmail. However we are still getting bug mail as if we are subscribed. I've confirmed that we are NOT subscribed and are in fact deactivated on +members.
It's not 100% consistent but to recreate:
1) change the owner of a team
2) deactive owner from +members
3) confirm no subscription exists
4) create and update bug
and bugmail should come to the new owner.
I suspect this is related to Bug #315563 and Bug #795141

My current workaround is to create a bogus email to receive all the bugmail and check it now and again for something of real importantance.
