Webcams are classified as 'video' devices instead of 'capture'

Bug Description

Prior to last night's release, webcams seemed to be coming in under the 'capture' category. Now they're classed as 'video' and so they're appearing under the list of video cards. Makes it very difficult to accurately profile a model's available video devices and group units correctly when one of the devices is usb and could be removed or plugged in by the user at any time.

Please provide an example of a system unit or two with camera devices appearing under the video category instead of the expected capture category.

For the record, the following raw submission in Launchpad happened to cause the udevadm parser to report a CAPTURE input device as a VIDEO device:
