Deluge does not retain set speed limits in dialog

Bug Description
While setting the upload speed limit / download speed limit / slot limit for a torrent, deluge does not show the previously set values in the respective dialog boxes. Instead, the value is always -1.
Steps to reproduce:
1. Right click an active torrent -> Options -> Download speed limit -> Other.
2. Set the value to something other than -1. Click OK.
3. Now, again open the same dialog box. The entry is not the previously set value. It still shows -1.
