The svn import code fails at processing imports at the root of a svn repository. Some repository are set up that way, with the actual root containing the source code. That's broken, but people actually do this.

As additional input to why "people actually do this" I can add our story.
A year ago SF CVS fell apart on us, preventing any commits to it for weeks. In a "save what can be saved before we lose it all"-rescue effort we moved over to SVN in a slightly chaotic manner. The default setup for SFs SVN was NOT to create a /trunk and only much later did we realise this error.
To avoid cluttering up the SVN with a mass move of everything into a /trunk subdir, we decided to try an alternative solution. Launchpad seemed like it would allow us to give us what we want, a potential for branches, without having to clutter up our SVN trunk.
