debian-installer build failures due to missing udebs should cause dep-wait

Rather than being recorded as failed, this should have been a dep-wait on the missing udeb that it was trying to fetch:

Confirmed as a feature-request for the current lp-buildd code which isn't able to recognize debian-installer buildind dependencies as a usual build dependency. I'm sure infinity knows how to do the magic easily. When it's recognized by the buiders LP code will threat it properly.
