please upgrade pristine-tar to support version 3

I got trapped by this bug when I imported the new boinc release, and found a related question already on lp.

Please make the infrastructure understand the new delta format.

I've done the relevant backports and filed a ticket with our sysadmins to copy them over.

This has been rolled out now. Let me know if this still doesn't appear to work.
