ipfs fails to build: no such host

Bug Description

I'm trying to build the ipfs snap in build.snapcraft.io. It's currently with continuous deployment from travis, but I want to start releasing for arm architectures now.

It fails with errors like this one:

ERROR: from shell.Get(): Post https://ipfs.io/api/v0/get?arg=QmfJHywXQu98UeZtGJBQrPAR6AtmDjjbe3qjTo9piXHPnx&encoding=json&stream-channels=true: dial tcp: lookup ipfs.io on 10.189.73.2:53: no such host

Now that build.snapcraft.io will allow daily builds, my scripts and workflow for releasing the IPFS snap can be simplified a lot. I also want to start mainting the ipfs-cluster.

The problem is that I'm blocked because build.snapcraft.io blocks the connection. We are no longer blocking the connection for the build of other snaps, so it seems to me that only a few more tweaks on the network are required to allow ipfs to build. Can somebody please check into this?

It's hard for me to parse what's going on in this golang build - can you confirm if your snap is passing through http_proxy and https_proxy to the process that's trying to download from ipfs.io?

https://github.com/whyrusleeping/gx/issues/91 suggests it might be an upstream issue
