Snap build fails with 407 when pulling from github

When trying to build the snap here: https://code.launchpad.net/~checkbox-dev/plainbox-provider-snappy/+git/packaging the build consistently fails with a 407 error build log here: https://launchpadlibrarian.net/267032633/buildlog_snap_ubuntu_xenial_amd64_checkbox-snappy_BUILDING.txt.gz

Note this builds fine locally.

I suspect that https://code.launchpad.net/~cjwatson/launchpad-buildd/local-snap-proxy/+merge/322545 may help with this. However, I tried a couple of branches from this repository and couldn't get it to build, but in ways that were nothing to do with the network environment. Could you point me at a branch I can test that reproduces this problem and that you've confirmed works with "snapcraft cleanbuild"?
