Bug Description

For example:

naesten@hydrogen:~/.emacs/dvc% cd test
naesten@hydrogen:~/.emacs/dvc/test% bzr push lp:///~naesten/dvc/test
Using default stacking branch /~dvc-dev/dvc/main at bzr+ssh://bazaar.launchpad.net/%7Enaesten/dvc/
bzr: ERROR: No repository present: "bzr+ssh://bazaar.launchpad.net/%7Edvc-dev/dvc/main/"
