Uploaded images don't have a min_disk size set

Bug Description
I can see in the code that there is no option considering min_disk, so glance isn't aware of this.
I have a cloud where all images were uploaded by this charm. I noticed that spawning instances from images via horizon is not suggesting the min_disk size. For ubuntu images the default option is "tiny" when it needs to be at least "small".
